“The social, organizational and economic aspects of providing educational services for children with special needs in the Republic of Uzbekistan”
Оn April 9 Social Initiatives Support Fund (SISF) together with the Ministry of Public Education of the Republic of Uzbekistan is holding the Round table аt the hotel “Radisson”. Representatives of NGOs, government, as well as international organizations and diplomatic missions will take part in the Round table. The purpose of the Round table - official presentation of the pilot version of the Concept of a model of inclusive education.
One indicator of activity of civil society is the participation of public organizations in the various national and social programs. In the recent years this trend has been increasing in the Republic of Uzbekistan, as evidenced by the active participation of NGOs on the development and the realization of state programs: in 2007 - « The Year of Social Protection”, in 2008 – “The Year of Youth”, in 2009 – The Year of rural development”. The separate events under these programs are the activities in the field of education, in particular, the inclusive (integrated) education.
The concept of a model of inclusive education in Uzbekistan has its own uniqueness, as first developed not only in our country, but across the CIS. The initiators of this were the NGOs, Center for Disability «Hayot», NGO «Istokbolli Аvlod», «ZIYO», «UMR» and other members of the сoalition «Accessibility» in partnership with the Social Initiatives Support Fund (SISF).
For the past 3 years, partners are successfully implementing the project «Design and introduction of the National model of ongoing inclusive education in the Republic of Uzbekistan». Today, there are more than 6000 individuals from 6 regions of the country participate in this project (those are the children of kindergartens and schools, parents, teachers, educators and practitioners).
To date SISF jointly with the Ministry of Public Education of the Republic of Uzbekistan, the Khokimiyats and the pilot organizations in the target regions conducted the following work:
- approved the Regulation «On the ongoing inclusive education of children and teenagers with special needs»;
- have introduced a separate article on inclusive education in the new version of the Law «On Education»;
- have made the repair and construction at the pilot organizations under financial support of local sponsors and khokimiyats;
- conducted seminars and trainings for the target groups.
At the present the working group consisting of SISF representatives, the coalition «Accessibility», the Resource Center under the Ministry of Public Education of the Republic of Uzbekistan designed a new concept in the form of a manual on inclusive education. This concept will become a practical tool for special and general education schools and kindergartens for inclusive education.
In the frames of the Round table it is planned to introduce developments in the sphere of inclusive education in the Republic of Uzbekistan carried out by the government, public and international organizations.
The Round table participants will exchange opinions and discuss the social, economic aspects of the provision of educational services for children with special needs, the organization and the introduction to educational process.
